WATER PRIVATIZATION OF THE BEAUTIFUL ...! Two
TRAINING RATES OF WATER
's progression in 10 years of water bills Acea Spa-Ato2
In 1998, the preferential tariff per cubic meter was 205 pounds envelope of 43 cubic meters per quarter, was the basis of 659 pounds per cubic meter services, availability of 613 cubic meters. per quarter for sewer service was the contribution of 174 francs per cubic meter. and purification were paid 500 pounds per cubic meter. and in 2200 lire bill also came to the chartering of the counter once. A building of 19 apartments, each quarter, paying a bill of around 1 million pounds. Just over 100 thousand pounds per family every three months.
In 2OOO, last year the pound, the preferential tariff of 212 pounds and was the basis of 682 lire per cubic meter., Rose slightly to adapt Istat. The fee for the sewer was 177 pounds and for the purification of 509 pounds. The counter of freight cost 2,250 lire. The bill essentially building was little more than 1 million lire per quarter, or 517.9 euros. The bill was scheduled for family of little more than 100 000 pounds, 50 €.
In 2002, the bill changes the face. Here comes the bill with the values \u200b\u200bexpressed in Euro: the preferential tariff becomes 0.1120711 €, the basis of € 0.3610034 per cubic meter. And the sewer fee of € 0.0914129, 0.2701070 for the purification of the euro. The condo pays 680 €, 1 million 360 thousand dollars.
In 2003, the starting material change. The concessionary fare is no longer calculated on the envelope of 23 cubic meters per apartment, but is reduced to 13 mc, mc -10. But the real surprise is the price of the rental of the meter so far of 2,250 lire to the whole building, rising from 3 € to 13.5 € per year for major equipment and the introduction of voice, fixed fee per apartment that of € 1.0568339 + 1.0348165, total € 39.74, almost 78 000 pounds + 380%. Consumption since 2003 is calculated in days, according to meter reading or presumed.
Ato2 ha giustificato così le cifre addebitate in bolletta: euro 63 per il distacco ed altri 63 € for the reconnection to the contractor, while 32 € ACEA for the "alleged" provision of padlocks or gate valves opening / closing the water supply pipe and 9 € for Registered alleged warning of posting. Finally charge you € 34 for overheads.
The operator now has a free hand, and becomes more attentive to the collection for the contractor, rather than the proper relationship with the consumer.

The Constitutional Court says yes to referendum!
What it says the Constitutional Court:
a) in relation to the first question declared admissible:
confirms what has already been expressed with the sentence no 325, 2010, which excludes espressamente che l’art. 23-bis costituisca applicazione necessitata del diritto dell’Unione europea.
dice che all’abrogazione dell’art.
dice che all’abrogazione dell’art.
Decree 150 of # 152 is not capable to cancel out the application to only water service management set of forms, for the same service, just by that Article. 23-bis. As a result of the legislation is uncertain and accordingly inadmissible.
c) in relation to the third question declared admissible:
says that the question has the necessary characteristics of clarity, consistency and homogeneity. In fact, through the partial repeal of paragraph 1 of art. 154, and in particular by removing the reference to the criterion of "adequate return on invested capital," he pursued, of course, the purpose to render alien to the logic of profit to the Government and water management.
What is clear from all of the above wrote:
a) with the victory of YES in the referendum to repeal dell''art. 23-bis follows the immediate application of Community legislation in Italian;
b) Community law provides for both the definition of the service of general application in the form of public management is the definition of general economic interest, applying all the possible forms of management (including government);
c) in any case, Article. Decree No 150 of the Environmental 152 is e resta abrogato;
E partecipativa, aggiungiamo noi.

WWF: "Free RIVERS", only 4 out of 30 IN GOOD HEALTH
The census of 600 volunteers in the file that will be presented tomorrow in Rome
From Basilicata good news: 3 rarest otter spotted and filmed in a pond a few hundred meters from the River Agri (photos and video on the site www.wwf.it)
E 'was a 30 rivers surveyed by WWF, the Agri River in the heart of Basilicata, to give a surprise to a few hours after the event, mostly from the WWF to the Italian rivers: three splendid specimens of the rare otter (Lutra lutra) in intent to eat a pond, have been photographed and filmed by the local officials association. It 'happened in the heart of the Park Appennino Lucano, a great news after the tragic discovery of last year with 4 otters found dead. The new year so lets hope for the species to the biodiversity of that stretch of river, classified among the most 'abused' in the WWF's ranking with 51 illegal waste deposits mapped and 91 between sleepers and dams that interrupt the continuity label. From
map WWF rivers Melfa, Tagliamento, and Angitola Ciane are in good condition best. Followed in mid-table, in descending order, stream Arzino, Taro, Simeto Biferno, Sangro, Piave, Ippari, Magra, Adda, Ofanto, Oreto, Savio. Rounding out the rankings Volturno, Sagittarius-Aterno, Arno, Aniene, Agri, Tiber, Po Primaro and last but not least the Chiascio. This in short, the "picture" that emerges from the dossier WWF "Rivers of Italy" to be presented tomorrow at a conference in Rome at the Palazzo Valentini (Sala Monsignor Di Liegro - Via IV Novembre 119 / a), following the survey last May LIBERAFIUMI which involved over 600 volunteers throughout Italy to map the status of some thirty Italian rivers. The conference, which has the patronage of the Province of Rome, attended by the President, Nicola Zingaretti.
SYNDROME OF ABANDONMENT 'RIVERS FOR ITALIAN
delay political, institutional and cultural diversity in river management, combined with a failure to address endemic in time and responsible environmental problems are perhaps the main cause per comprendere i mali dei nostri fiumi fotografati dal censimento WWF.
A questo si aggiunga un devastante incremento dei piccoli impianti idroelettrici, incentivati con i fondi per le energie rinnovabili, soprattutto sull’arco alpino dove you tend not to "lose" a drop of water, to the detriment of instream flow and pace for those who are downstream.
But agriculture, floriculture and animal husbandry produce extremely heavy environmental impacts to watercourses and aquifers in many parts of the country, as the average between the Oglio Po plain, the Po and the Mincio and the plain of 'Arno in Pistoia.
Excessive water withdrawals for different uses, often without coordination between them have distorted the natural regimes of rivers, emphasizing the extremes (floods and low flows) which recently have added the consequences of climate change. In a report just completed by the
European Environment Agency continues, in fact, as between 1998 and 2009 natural disasters caused in Europe a little less than 100 000 deaths, affected 11 million people and resulted in damage to 150 billion euro.
FISH SPEAK ITALIAN 'too' LANGUAGE
In this general situation of vulnerability of aquatic ecosystems in recent years there has been an increase in alien species (species introduced from other parts of the world) of animals and plants that have further contributed impoverish native biodiversity and alter the habitat. The "red list" species of fish Italian shows an alarming situation a bit 'and for all, in particular for the sturgeon, sturgeon and lamprey labdanum river, which in Italy are considered practically extinct. But even seemingly common fish such as eel, dace, tench, pike, rudd and the Latterino few years are considered "quasi-risk" and seem to continue their downward trend from the data collected by the census WWF. Increase of alien species against which, thanks to the increasing vulnerability of river ecosystems and to the unfortunate nuisance, continue to spread is the case dell'Abramide of torpedo, the Pseudorasbora of pond loach Eastern Europe, which were in addition to many already present and "naturalized" as the Persian Sun, largemouth bass, catfish, the Gambusia, pike-perch, carp, rainbow trout and many others. In total the studies identified at least 112 alien species of fauna, including invertebrates and vertebrates, in our country.
THE 'CONSTANT' RIVERS: THE LANDFILL
A section of the dossier is then devoted to illegal dumping of waste found along all the census tracts. Only on the Volturno have been detected 65, while agro (Basilicata) were 51 storage of waste, while 25 on the Sangro (Abruzzo) or 24 Ofanto (Puglia). Of river stretches surveyed by WWF over 12 are affected by the presence of asbestos deposits or, in the river Volturno of the 65 dumps found more than half contained asbestos. To move from the hydrogeological
the responsible management of water catchment areas, WWF has produced some concrete proposals.
renaturation: CONVERT TO 'BOMB' IN healthy and safe environments
the real answer to reducing the damage caused by landslides and flooding more frequent and the renaturation of watercourses to restore the environmental and ecological function of ecosystems, because only a healthy environment can adequately respond to floods, droughts and landslides hydrogeological.
To do this we need to restore water quality, reduce the hydraulic works of exploitation and defense returning space to the river (including through innovative urban relocation and changes), restoring the river geomorphological dynamics (equilibrium in sediment transport, flood and can wander in a diffuse way, restoring a flow regime as close to natural) and ecological corridor (rehabilitation of vegetation in the riparian zone and river corridor ...).
WHERE TO FIND FUNDS:
Beyond a necessary increase in cash from the government, you should be able to use many resources that are already in the area and that, in theory, should be used to cope with the hydrogeological or to encourage the redevelopment of the catchment. The main ones are those stemming from charges for the use of water, which, though often too low, resulting from hydropower production, from the 'agricultural activities, concessions from the extraction of mineral and thermal waters by the concessions of fishing rights, by grants for public water .... Only by an intelligent use of these resources and cootrdinato have sufficient resources for a serious change of course.
5 BEST PRACTICES TO HELP THE RIVERS ALL FROM "Clone"
WWF makes a number of proposals on the basis of a series of experiences and good practices in place including:
REFORESTATION Po near Mantua
The Province of Mantua in 2007, launched the reforestation purposes of ecological and natural areas of public water in the flood plains of the Po, including the response to proposals made after the census of 2001 WWF on the Po. The resources for the 1,000 hectares planted aim of the project are derived largely from "10.0000 hectares of new forests and green systems of multifunctional Lombardy Region. The first priority" Rhodes Island "ended in 2009 with the planting of 60,000 plants of about 50 hectares and the remaining operations are in progress and will include the installation of additional 180,000 plants. And with the request for grant of other areas, the project is continuing, a heritage to bequeath to future generations.
SPACE TO THE RIVER: THE PROJECT SULL'ESINO MARCHE
Esino River Nature Reserve in the WWF Ripa Bianca is often subject to repeated floods affecting mainly agricultural land bordering the River.
The draft of the Reserve, which is one of the most important wetlands in the Marches, to handle the expected flood of turning agricultural land in an area where the river can flow freely finding its natural areas in flood times, thus enhancing the functionality ecological area and reducing the risk to areas downstream.
ENVIRONMENTAL EDUCATION LONG The ANIENE
WWF Lazio in 2005 with the support and collaboration of the Province of Rome, began a program for the enhancement of knowledge and Aniene. The project has produced an environmental education program for understanding the river ecosystem by primary schools and conducting an educational workshop riverside. They were then written two manuals for environmental education, for teachers and students to be promoted in other towns in the valley of media, which contains the most interesting examples of the educational experience conducted by the guys at Subiaco.
EUROPEAN ECO-CERTIFICATION The problem of hydropower
indiscriminate distribution of hydropower can, at least in part, be addressed by a certification that takes into account the river basin as stressed by these activities. CH2OICE the European project, involving the WWF Italy, promotes appropriate criteria for "green dot" hydropower systems that respect as much as possible the integrity of the basin in all its environmental components. It 'been so developed, with the assistance of experts from five European countries (Italy, Slovenia, France, Slovakia and Spain), a certification methodology is technically and economically feasible for the production of hydroelectric power, on the one hand, allowing producers volunteered to check the compatibility of their systems with the good ecological status of watercourses affected the other, allowing the public and end-users to verify the environmental sustainability of energy produced. The official launch at the European level of this certification mark will be 25 February in Rome (www.ch2oice.eu).
CONSERVATION trout NELL'ADDA
A trout conservation program was initiated since 1999 on the river Adda, thanks to the collaboration of the provinces of Lodi, Cremona, Italy with the combination of Spinning Club and other local associations.

RIVERS Clap your hands! Alex Zanotelli.
"The citizens have appropriated the right to express their views on the commons-commented A. Lucarelli and U. Mattei-on assets belonging to them, on those goods that express utility functional exercise of fundamental rights. It is thus given meaning and dignity in Article 1 of the Italian Constitution, which assigns to the principle that the people's sovereignty in a season of tragedy of representative democracy. "All this opens a new season of democracy: the way to reclaim the common goods that have been subtracted. And that 's we have achieved without funding (each gave what he could), without the parties represented in Parliament and without the support the corporate media. This makes this victory even more remarkable, the first of its kind in the 'European Union. We must now work hard to inform, raise awareness, to convince 25 million Italians to vote (this is a quorum for the validity of the referendum). Referendum campaign will be a very tough because we face an economic and financial systems that can not lose the object of desire of the XXI century: the blue gold which is already scarce and will be increasingly scarce for global warming. For this we must prepare very well with committees at the provincial level as to the regional.
We must learn from the bottom up democratic processes, networking and keeping us all join hands in deep respect of the face of every person. We must be born again into a system that commodify everything, even the people. Reflections on the water!
Emergency water
water on Earth is 40 percent less than thirty years ago, and in 2020 three billion people will be without. But the most powerful states are already exploiting the situation to turn this resource into marketable commodity.
The planet has remained dry, as it happens, we realized too late. Under the pressure of population growth and the effect of pollution, water resources per capita over the last thirty years have been reduced by 40 percent. Scientists warn that, around 2020, when we inhabit the Earth at about 8 billion, the number of people without access to safe drinking water will be 3 billion. The solutions proposed so far to tackle the problem have sought to increase supply, rather than to curb demand, proved ineffective: the large dams are at the heart of debates about the high human and environmental costs and the ecological rationality, while desalination, in addition to economic costs prohibitive, has strong drawbacks in terms of environment and energy. These and other tricks show all their limitations with respect to the complex ecosystem the water cycle.
Given the failure of the technique increases the doomsday predictions on the global battle that will rage for access to the 'blue gold "of the twenty-first century. "Whisky is for drinking, water for fighting," stated Mark Twain, and theories of international observers, politicians and strategists seem to confirm that thought. Faced with the alarming data on the status of water resources, most experts have stated that "the wars of the twenty-first century break out because of disputes on access to water."
one of "water wars" is a theme that lends itself to capture the attention and concerns of public, given the centrality - and even the sacred - that of water in many societies and cultures. Yet the speech was presented only in terms of the increasing shortage - and subsequent risk of armed conflict - may be simplistic: it tends to present the situation as unchangeable, almost apocalyptic, without considering the real causes that brought the planet to the brink of collapse water and prevent a third of humanity to have direct access to drinking water.
Rivers polluted water undrinkable
Il consumo average Palestinian in the West Bank and Gaza, is about 150 cubic meters per capita per year, while Israeli settlers in the occupied territories is around 700-800 cubic meters. Access to water becomes a source of inequality and power, fueling concerns about security: it is no coincidence that Israel's water under the Ministry of Agriculture in Palestine by the Israeli Ministry of Defense. The mere reference to the natural endowments does not explain why two countries as Spain and Jordan, with the same water resources per capita, perceive their situation very differently: who would dare to predict entry into the war of Spain against his neighbors to ensure supplies idrico?
Tariffe salate
I conflitti per l'accesso all'acqua iniziano all'interno dello Stato, coinvolgendo and opposing the big growers - Proponents of intensive agriculture - to small landowners, industry and tour operators, but also cutting off the rural and indigenous communities whose "approach" to water, so to speak, entrepreneurial, and, inevitably, the inhabitants of the suburbs of mega-cities, where sanitation facilities are few or none. This type of conflict is not so much dependent on natural factors such as climate or the allocation of water resources, as chosen by the political, economic and social, the operators of the res publica. In Bolivia, where water is not lacking at the beginning of April was proclaimed martial law to curb protests spread throughout the country against the increase in water charges by 20 percent, provided by the government draft of the Law of Waters and entrusts their management to a consortium of European and American multinationals.
Currently, worldwide there are about fifty conflicts between states for reasons related to access, use and ownership of water resources. Again, most of the analysis cited as a primary cause ever-widening gap between demand and supply, and, no doubt, these are crucial factors: the area in which the "water stress" by a threat moment to turn into armed conflict is the Middle East, where climate and water resources are among the most wretched of planet. But the explanations based on water shortages are only a half truth to say that Turkey, for example, a real chateau d'eau in the Middle East, water resources per capita than the Italian ones, but which has fought for years with Syria and Iraq to control the Tigris and Euphrates? The turkish - but also that of Egypt against Sudan and Ethiopia, to Israel and its Arab neighbors, just to name a few - is a classic example of "Hydropolitical", or policy made with water: a strategic tool to make sure the power and economic supremacy in a region.
water like oil
Turkish
The case, as well as that of Israel, shows how the "water wars" may be the consequence rather than the cause of international tensions, and reveals the dangers of logical dell'idropolitica. A policy based on blackmail power supply, and difficulties in the supply of opponents, is certainly not the best way to solve the water shortage on the contrary, tends to "hold" the shortage in order to assert their mechanisms. It 'clear that in this context, the proposal to consider water as a rare commodity, giving it a market price that reflects its scarcity, is not conducive to peace and cooperation, come sostengono i suoi fautori, ma porta dritti alla petrolizzazione dell'acqua.

In negotiations to sell only one bid was considered, the water system and passed into the hands of a subsidiary of Bechtel Corporation, already notorious for a hydroelectric project in China called "Three Gorges", which has uprooted 1.3 million people in the area.
In January 1999, before opening his own office, Bechtel already announced a doubling of water prices. For many Bolivians, this meant that now the water was more expensive than the same food. Many people who survive on a minimum wage or who did not work, he saw the bill water consumed almost half of their meager monthly budget.
Adding insult to injury, the World Bank imposed a monopoly to the private water concessionaires, announced its support for the full-cost pricing, the price of water tied to the dollar, and declared that none of his claims could be used to give subsidies to the poor for water services. All waters, including those from local sources, were subject to use permits and even the peasants had to buy permits for any tanks on their land that store rainwater!
Stories like this are already visible in many parts of the world.
He said that the water is privatized and sold for profit does not reach more people in need but on the contrary, will only serve to enrich a handful of multinational water companies.

What Is The Dik Timeshare
That's it! Bolzano, a city carbon neutral by 2030
Bolzano, a city carbon neutral by 2030
Bolzano view as an energy source to be exploited more efficiently. This is the basic concept of climate and energy plan that the City wants to accomplish to make the city neutral to 2030 in terms of emissions. It will focus primarily on upgrading the energy efficiency, mobility, solar and hydropower. Bolzano, "Alpine Town of the Year 2009" aims to become a zero emissions by 2030. The climate and energy plan, approved unanimously by the City Council, was designed by Helmuth Moroder. that in January of 2011 will serve as city manager of the City.
His vision of the city is something special indeed sees it as one big source of energy, which is still used in very efficient manner.
energy that evaporates without leaving a trace is a lot. So many are the potential for energy savings. Natural resources such as solar and hydropower, are not yet used enough.
Among the areas that merit a strong effort are the following:
Energetic refurbishment of existing buildings, as well as more stringent standards for new buildings
Mobility: more pedestrians and bicycles, strengthening the public transport network
Renewable energy: plants photovoltaic and solar, small hydro new river
According to Helmuth
Moroder this development is entirely feasible, especially because the energy savings and CO2 will bring significant value added either from a financial point of view: "Reaching the goal of climate neutrality involves tremendous economic benefits. For example, if we implement a plan of slum clearance in terms of energy, we're going to invest for 20 years about 42 million euro per year, money that will be in direct local economic cycles, resulting in job creation in companies, artisans, designers, etc.. "
A report edited by EURAC and the City Bolzano entitled "Bolzano, Energy Source," deserves to be carefully considered, because there are analyzed with great detail all sources of CO2 emissions in the city and are set some very ambitious but realistic scenarios for the municipality of South Tyrol.

To see a map of the region dell'Aysén seem uninhabited. Lines drawn in 1927 to define the point in cuj starts, seem to indicate the beginning of anything. But we must see the region with their own eyes to appreciate its exceptional biodiversity. The inhabitants dell'Aysén never tire of repeating how lucky they are to visitors. "We live in a paradise." Hipolito Medina, Patagonia and true activist campaign since represas Patagonia (Patagonia without dams), complains about the traffic of Coyhaique, the regional capital, fifty thousand souls. Too many voices and too many cars for a person raised in absolute silence. "And try to imagine five thousand people have been forcibly relocated, distributed between Coyhaique and Cochrane, che ora non supera i tremila abitanti".
The first step is to send a delegation to know the region and meet the communities involved. "The project HidroAysen mean a great development opportunity for the residents of the Eleventh Region," reads the website of the company, paragraph, framed by beautiful images of wild nature, which suggests the site, will not disappear. And then, "Improving the lives of people, development of trade and greater connectivity." Hipólito, gaucho hat and drawn Mapuche, was born here and spent the past year to inform local people about the characteristics of the project and possible alternatives for a development that is fruitful in the long term. He explains that Aysénini live mostly cutting wood, fishing, farming and a small part of tourism. But the valleys are not as fertile and farming is very intensive, as well as cutting timber, which has already lead to the depletion of many of the primary forests. The construction of dams does not appear to be a plausible solution: the company needs skilled workers, who are not in the region. And once built, the signs would remain forever, with the result of blocking the most promising industry for the region: Tourism. To prove his words Hipólito continually stops the car and stretch your finger to show a particularly beautiful, but then added, laconically: "Here a tower for the transmission of electricity" or "This water, complete flooding of the valley." The roads we travel open to a variety of landscapes impossible to find elsewhere. No coincidence that Patagonia has been proposed as a UNESCO World Heritage Site and the Aysen was declared by the regional authorities 'Conservation Area of \u200b\u200bCulture and Environment' in 2000. The Aysénini few hours on travel and you find a single house. Precisely for this reason it is impressive the amount of blow-ups, signs, writing: "Patagonia without dams." In addition to being the region where still live freely pumas, flamingos, black-necked swans, guanacos huemules and the Aysén houses one of the largest reservoirs of fresh water on the planet is immense Campo de Hielo Sur, leaning toward the region of Magallanes, and the Campo de Hielo Norte which underlie the Baker River, second longest river Chile to reach water.
Water is the most precious treasure of this region and the energy companies have realized for some time. The claims are statements ninety-six percent, ie to use the water dell'Aysén then re-enter the river without consuming it, now owned by Enel. The privatization of this essential commodity, provided by the recent decree Ronchi in Italy, Chile is a reality for over twenty years. The same people fighting in Italy for block the privatization are to have today a part of that ninety-six percent. The background to this paradox have been raised during the Pinochet dictatorship. Milton Friedman's economic model was embodied in a constitutional system and legal ultra liberal, and then in a series of privatizations that have come to hand over to private foreign companies full control of the country's resources. The case is emblematic of the water. Its marketing was settled in 1981 by the Código de aguas. According to the director general of water, Rodrigo Weisner: "It is not good that the water is free in its use and all that's free is misused" because "the market is a good mechanism for reallocation of resources. "But in fact, these rights have never been in a real game market. In 1989, the last year of the dictatorship, some officials of the regime responsible for initiating the privatization sold at a nominal price the consortium Electric Enersis, which also included Endesa-Chile. Eighty percent of the water rights are not statements of Endesa-Chile Chile had registered so far passed into private hands at no cost and in total absence of a democratic process. In 1997, the same officials, past to manage the new business, sold the consortium Enersis to Endesa-Spain for fifteen hundred million dollars. "What the Código de Aguas has produced has been the accumulation of this natural resource in a few hands, "said Sara Larrain, director of the program Chile Sustentable, ecologist and long-running as an independent candidate for president in 1999." However, this Code, which was approved in Chile where there was a National Congress, nor political parties or trade unions or environmental groups or consumers, or free expression, he continued to be applied with complete peace of mind during the democratic transition. "Endesa has not been so great difficulties for HidroAysén, strong of its water rights of region. This is an extremely ambitious hydroelectric project: five dams on the Baker and Pascua river, capable of generating 2750 MW, an amount of energy equal to about twenty percent of the entire generation capacity currently installed in the country. Five dams which means six thousand hectares of flooded land, native forests lost forever and a violent change of habitat for all flora and fauna of the area. The total energy would then be transported to the north, to meet the needs of the metropolitan region and the mining industry. This also implies a long transmission line of two thousand three hundred kilometers, the longest in the world, with six thousand towers from sixty to seventy meters. The company is
HidroAysén forty-nine percent of the Chilean Colbún and for fifty percent of Endesa. No direct response has reached the Board, but the day after the meeting the CEO of Enel, Fulvio Conti, rushed to speak with the newly elected president of Chile, Sebastian Pinera, confirming their commitments. When we received at his home in Coyhaique, the bishop is satisfied: after years of indirect attacks, the company decided to confront it and the general manager of HidroAysén, Daniel Fernandez, asked for a meeting the following week. As a religious Bishop Infanti decided to take on an issue that goes beyond the environmental concerns. "HidroAysén a disorder that led to the region, to encourage people to take one side or the other, for or against." The company uses the methods of the legal limit "are trying to buy people." In say, apologizes: "These words are a bit 'strong, but we are experiencing here in Patagonia: people buy with seemingly useful benefits for the communities and people in need, but it is a way to reduce their ability to judge" . It is an easy game in a region so poor, where most people live on odd jobs and state subsidies. The charge is confirmed by the people we encounter on our journey and by the same representatives of the community. CaletaTortel lies at the mouth of the Rio Baker, has five hundred and seven residents until 2003 and was accessible only by boat. Di fatto, il municìpio possiede già una piccola centrale elettrica and solar energy which supplies the city, for free. This miracle does not mean that the administrative work for some people is a concern. I stop to speak with the manager of a small convenience store. Carlos lives aTortel for eighteen years, ever since he arrived with his spear in search of work. He kept on fishing and trade, has started a family. He tells me that his wife went to the doctor Coyhaique, a day trip to see a specialist. When I mention the dams ^ says without hesitation: "For us it is a good thing, a way to get work." He adds: "When HydroAysén arrived in Cochrane, everyone had money, everyone had work." Ask him if he is not worried the effects on tourism and the environment. "No, why do you suppose that the dam on Easter ... is not a populated area. I have worked for some time and there is no need for the helicopter to get there, no one lives there." I remind him that we speak of five dams, not a power line and a two thousand three hundred kilometers long. "Sure," he sighs, "the power line is the main problem." It is not the only one to be persuaded. Lawyers for the campaign since Patagonia represas have identified a number of lawlessness on which a lever to block the project. One of the critical points is the type of mining concessions have requested, cheaper and easier to get, to build a transmission line that would pass through sixteen areas protected by the state, thirty-two protected areas and private properties including many thousands of Mapuche land. The risk is that the legal action is not sufficient to reject the Environmental Impact Study by the Corema HidroAysén in 2008 (Comisión Regional of the Environment). The Chilean law says that the project is assessed by the regional organization, with the result that a huge project like that of HidroAysén can not be judged as a whole. "There is a real risk that once we accept the dams, the design of the transmission line passes without further comment." Parla a nome di ong, associazioni, comitati impegnati in Patagonia senza dighe, tra This campaign to reform the World Bank, the first to take action. "We came here for the first time after launching the campaign, because we are very concerned that our government, owner of thirty-two percent of the shares in Enel, use our money to build a project that we consider may have an irreversible impact on 'environment and the communities who live there. " The comments were greeted with some skepticism. David Sandoval, a former mayor of Coyhaique and Cochrane, dell'Aysén very popular in the region, claims the delegation wanted to use the Aysénini as rangers, precluding their further development prospects. It comes to development with the senators bancada green group inside the majority party, the Coaliciòn por el return. For them it is clear that the approval of the project would be extremely negative HidroAysén: leading to the closure of the energy market for almost a decade, postponing further the development of non-conventional renewable energies. But Chile has no energy policy. The decentralization that does not promote renewable profits comparable to those for large-scale hydropower and foreign capital to decide. The last is to meet Guido Girardi, of Union por la democracia. "Chile is fully open to foreign investment - he says -" Until it is cheaper, will focus on capital projects come questo".

Castiglione Stiviere for public water!
common. Facing the unhappy prospect of privatization of public water
, as required by the government, this motion is seeking an
moratorium to suspend the deadlines set by
"Ronchi Decree" and the suppression of the ATO, the geographical areas from
say in the management of public water systems. This could suspend

common. Facing the unhappy prospect of privatization of public water
, as required by the government, this motion is seeking an
moratorium to suspend the deadlines set by
"Ronchi Decree" and the suppression of the ATO, the geographical areas from
say in the management of public water systems. This could suspend
procedures for the privatization of water services until the citizens
not be expressed through the special referendum that should take place within the next year.

ALMA WATER, WATER GENERATING LIFE
Praised be 'me' Lord, through Sister Water, which is very useful and humble and precious and chaste. ["Canticle of the Creatures" of Francis of Assisi ]
Before talking about water, we should "define" this substance, chemically a compound essential for the life of all living beings. The 'water for humans, is the only true way of life. Without it you can not protect her life. Water is the fluid that allows the operation of our cells carrying from place to place materials and molecular structures and the strengthening of all chemical reactions that allow the functioning of the human body. Water is a lifeblood and a cleaning liquid, carries nutrients where they are needed and removes waste products. No wonder if, in his absence, quickly die. This is the axiom from which to derive all the considerations. Water
we must remember the hidden references and symbolic as the source of life for excellence, not neglecting its uniqueness in terms of chemical and physical. Heraclitus defines the beginning and end of all things, a continuous transformation, a metaphor for human life. In ancient times it was the symbol of the soul, the source of life and mediator of the heavenly forces on earth. It was sacred in every culture and component primordial principle of life and by generation. From time immemorial, people turned to water each time tried their healing, believing that the divine forces the liquid to the item will arrive at sua volta portatore di forze vitali. Dalle grandi città del nord Europa prima sino ai più piccoli then centers, drinking water (healthy and clean) came in thanks to all the houses' of the great municipal work so that everybody hygiene, cleanliness and health. And the water came too Prevalle around the sixties with the economic boom that made the leap forward in our standard of living. And he was the mayor of the water, tap water and fountains to quench our childhood. But in 1969 comes the "market" mineral water: advertising, you will discover that the water has other properties, "properties" of testimonial beautiful and strong thanks to the water "therapeutic" true elixir of eternal youth. So shots trade wars, financial or otherwise, the water becomes bone of contention, casus belli. How Lagash Umma between two Sumerian city-state that already five thousand years ago crossed their arms in a dispute over the water. War of the water that you have certainty. As in China occupied Tibet in 1948 by claiming ancient rights, but in fact an 'employment dictated by the need to control eight great rivers of Asia. Or, as in Kurdistan occupied by Turkey in a devastating reality for dams to control the Tigris and Euphrates rivers more water resources in the Middle East. But disputes over the water is renewed in the small villages. To take possession, in dry years, we do not save or barrel sickle, but not water increases! Today in the digital age, media inflation, is bombarded by information rather complicated sense where it is the right. We seem to have lost sight of ethics as a defining principle of every action. Today on the water to play the game of law. The law of latinorum of Manzoni. To muddy the waters and hide the evidence of the facts. We make the point about the process of privatization of water. Let us first state the principles which the European Community. According to the EU member states have to decide whether to define the integrated water service to the public interest rather than economic interest in general so it does not fall into the clutches of the market within the rules of competition. Every State, so Italy could decide to finance through general taxation as is the case for the defense or the school. Article 2 is still the "without prejudice to the competence of Member States to provide, commission and organize non-economic services of general interest. In 'Article 14 shall be established ... for the competence of the Member States, in accordance with the Treaties, to provide, to commission and fund such services. The European Charter of Human Rights Article 36 recognizes and respects access to services of general economic interest as required by laws and practices. Europe therefore leaves the field open to member states to decide whether the water is an economic interest or not. Its regulatory framework is explained by the member states. What happens in Italy? The Italian government in November 2011 adopted the Law Ronchi requiring companies to privatize the management of integrated water services irrespective of the economic results to be obtained, that is, a private shareholder industrial controls at least 40% of the company. So for so-called management "in house" run by local authorities which have become public-private spa with a private partner for at least 40%, while listed as A2A by 2015 will increase la quota privata per almeno il 70% entro il 2015. La rappresentanza dei Comuni sarà limited to three subjects. The concession of the water service for the entire province will be assigned to a single operator Result: the common ownership of the plants will rise from the Ente Provinciale sheet. The individual municipalities will have no say. One provincial manager will manage the entire water service. The control that the municipalities will be able to do virtually nothing remains even deprived of their property. A Prevalle specifically what will happen? End delivery of water by the municipality. The infrastructure of our water supply should go to this organization and the provincial capital integrated service managed by a company that is still not been identified but might be a totally new subject, surely a company with a presence of a public-private industrial partners for at least 40%. Promoting the common good water as we remember him: a good is public if it is managed by public entities formally and substantially in the interest of the community!
E 'need for citizens to reflect on what is happening and decide to be, themselves, the protagonists of their future. Water management and all the commons in general must be full community involvement with the community to the maximum satisfaction of all concerned but in the respect, protection and preservation of the asset for future generations.

LIFE WATER GENERATING THE GLOBALIZATION OF WATER!
Arctic - Arctic
Why should you care?

Dines Mikaelsen supports the gun on the bow of the boat gently rocking, loads the chamber and signals to his companions to remain silent. The Inuit hunter has already missed the target a couple of times. The fingers grip the trigger. A loud crack echoed through the icebergs and distance of a football field a seal collapses. Dines
The four companions - visitors - remain amazed. That's what they came to see, but I'm still a bit 'upset. Dines and tourists from which now depends for most of his income does not yet know very well. While other cultures base their livelihood almost exclusively on meat well-cut and wrapped in cellophane, hunting and other traditional forms of livestock are still central elements in Arctic cultures. The culture and landscape of the Arctic, like the little tourist activity of Dines, are influenced by two powerful forces: globalization and climate change. Globalization has led to MTV, the iPod, modern navigation systems and a greater exposure to the outside world. Climate change will transform the landscape of ice, melting glaciers and opening new sea routes. This offers new opportunities. Cruise ships have begun to appear in Tasiilaq, the village of the island of Ammassalik Dines, along the east coast of Greenland windswept. In 2006 came four cruise ships a year after eight. "Five years ago there were not
flies in northern Greenland. There currently are. Here come the flies a month earlier than usual, "says Dines. He is also much hotter. In recent years, summer temperatures in Tasiilaq reached 22 degrees, shattering previous records. What is happening in the Arctic? The Arctic is affected by climate change more than other regions. Over the past fifty years, temperatures have increased more than twice the global average (19). The Catlin Arctic Survey, conducted in spring 2009, analyzed the ice along a route of 280 miles in the Beaufort Sea, located on the northern front of the Arctic. The ice was often six feet (about 1.8 meters) and had an average of one year of age. The oldest ice, thicker and more stable is disappearing. In 2008 the maritime routes crossing the north-west and north-east across the Arctic region are navigable for a short period during the summer for the first time since data collection began. Climate change threatens to destroy the delicate network of Arctic ecosystems, which are already changing rapidly. The Arctic ice cover, in particular, raises serious concerns. The ice and the sea below are home to many life forms, all at risk because of global warming.
Polar bears are starving because the ice closer to the sea, preferred resting place for seals, is too thin to support them. Migratory birds that spend the summer in the Arctic will lose the most abundant flowering of the spring season, because it occurs three weeks in advance, before their arrival. Why should I take care of the Arctic? For many of us the Arctic may seem a very remote in terms of geography and importance. However, the region plays a crucial role in the regulation of the global climate. If changes climate continues at the pace expected, the consequences will be huge for everyone. The north pole and south pole play a key role in climate regulation on Earth, acting as a cooling system. Because of less snow cover, the Earth will absorb more heat from the sun and ocean currents will change. The Arctic Ocean, a mixture of melted fresh water and salt water, affects the ocean currents around the globe. Some scientists believe that the lifting of an excessive amount of ice can actually "break" some sea currents, which are of capital importance for the climate to the south.
The Arctic region is also home to millions of people, many of which belong a popolazioni autoctone uniche.
Con l’apertura of new shipping routes and thinner ice could reach even the intercontinental transport of goods, but this requires the development of vessels and infrastructure. You can increase the extraction of minerals, timber and other resources. The various nations of the Arctic could begin to compete among themselves for control of resources, land and sea routes. Finding a balance between the potential of a warmer Arctic and the risks involved (such as oil spills and the impacts on the environment) represents a significant challenge, to respond to what you need to change the way in which the Arctic is governed.
Environmental Governance
Elsewhere the environmental challenge the world is represented by the recovery of damaged ecosystems. In the Arctic there is still a chance to defend an environment that, for the most part, is truly unique. The current system of governance in the Arctic is very fragmented. Although there is a wide range of international agreements on the Arctic, such agreements were not designed specifically for the region and their implementation and enforcement is uneven, even among the Arctic states.
In November 2008 the European Commission presented a document which describes the EU's interests in the region and proposes a series of actions for Member States and EU institutions. You the first step towards an integrated European policy for the Arctic. The main objectives of the Union
are: _
protect and preserve the Arctic in concert with its population;
_ promote the sustainable use of resources;
_ contribute to a better multilateral governance in the Arctic.
